Bumps VersionPrefix to 0.6.0 and moves the [Unreleased] CHANGELOG entries under [0.6.0] ā€” 2026-10-22. Also fixes the README version table and the install example, which still said 0.4.0.

0.6.0 rather than 0.5.2, because this release adds a feature (QNN in the catalog) and moves TensorRT-RTX to 1.7.1 (EP 0.5.0, #38). It also includes the LINML_EP_LIBRARIES / MIGraphX isolation fixes (#37).

After merge: tag v0.6.0 on the merge commit, which runs release.yml.
