macos: restart display link after display ID change

Restart the macOS CVDisplayLink after updating the current CGDisplay in setMacOSDisplayID.
This avoids a rare state where vsync is "running" but the display link never delivers callbacks (surfaces appear frozen until focus/occlusion changes force a draw).
