Cloud relay chat: argument promptId, so cloud start-chat's --prompt-id reaches it
Leo, on the Cloud chat that never starts: "this is hanging again?"
Every cmux cloud start-chat on a current build failed before sending anything with cloudRelayChat has no argument 'promptId' (DEV a42d125d, production). The relay-first start (#35829) passes --prompt-id. The CLI maps flags to camelCase argument names, the same way it maps stateDir, sshKey and shareId, but the catalog had declared this argument as prompt-id. This renames it to promptId in the catalog and in the handler.
The compile check passed at eaac5949.

Fixes cmux cloud start-chat failing with cloudRelayChat has no argument 'promptId' before sending anything.
The CLI maps --prompt-id to the camelCase argument name promptId, but the catalog declared it as prompt-id, so every relay-first start was refused. Renames the argument to promptId in the catalog and in the handler.
