base red: the settings exports drop cloud.tunnel.enabled (regenerated after the tunnel revert #34198)

Summary

The full build is red after the tunnel revert #34198 (8048d4f84f9f): the settings localization check reports "settings: 63 strings missing" (settings.cloud.tunnel.enabled, .help and settings.group.cloudTunnel, in en and every language). The revert removed the setting's source and strings, but the generated settings exports still list it.

Why the base autofix missed it: its run at 8048d4f84f9f (41723864232) deferred the Mac settings exports ("Mac exports deferred") to run 41713935192, whose Mac job was busy. That run was at f2199f27bcd5, before the revert, and it then failed in its push step (push.sh: Broken pipe). The autofix at 43c9beee40eb skipped its own commit. So no run regenerated the exports after the removal. The generator covers a removal; the deferral was lost when the busy run failed.

This PR is only the output of the documented regeneration: scripts/cmux-next/regenerate-settings-exports.sh on the fleet at 884c330817a6 (step 10d6983182b594dd6621a9f0, artifact settings-exports.patch), applied with git apply --index and without schemas/defaults/cmux-next.json (bot-only, #21946). No hand edit. The settings inputs did not change between 884c330817a6 and the merged feat tip. The docs settings reference also picks up feed.needsYouInChief (#34110), which was stale the same way.

The cloudTunnelAttach/Detach/RotateKey actions still on feat come from b8093c65137a (#16948, 2026-10-02), not from the reverted push, so they stay.
