ci(owned-pool rescue): RUNNER_POOLS is Blacksmith-only (main base red, carried from #32585)
Summary
This fixes a red base. CI fast guards is red on main tip 2b6fd7b6dd2f and on every open main PR, for example #33288, #32652, #32622 and #32608.
The failing test is test_every_owned_workflow_is_watched (tree=origin/feat-cmux-next). It lists 115 workflows, because feat-cmux-next #30878 made secretless Linux jobs read vars.RUNNER_POOLS.linux. runner_pools.py admits only Blacksmith and declared GitHub-hosted labels for that variable. No owned Mac takes such a job, so the rescue has nothing to move.
The change:
RUNNER_POOLSno longer counts as an owned-pool variable.fast-checks.ymlleaves the watched list.
The fix is @austinywang's, from #32585, his larger release-prep PR. I carry it here alone so that main is green without waiting for that PR, with Co-authored-by. Thank you, Austin.
Regression command: python3 tests/test_ci_owned_pool_sources.py: 1 failure on main tip, and 9 tests OK with this change.
Observed / Not run
Observed: the test above, red then green. The failure log of main run 41596180618 and of PR #33288 run 41598307458.
Not run: the full CI fast guards suite on this PR. CI runs it.
