base red: the router owns 58 connection operations (chief.continue, chief.retry from #30774)

Summary

Base red: server::tests::resource_attach::connection_handler_owns_every_router_connection_operation fails on feat-cmux-next (left: 58, right: 56). #30774 added chief.continue and chief.retry to the operations that the connection handler owns (resource_router/owner.rs) and to the spec, but it did not update the total in this test. The test's per-operation consistency check passes for both new operations; only the total was stale. This PR sets the total to 58.

Testing

Command: scripts/ci/cmux-tui-rust-check.sh test connection_handler_owns_every_router_connection_operation.

  • Red on feat: fleet step 2f6978adb5197db1fecb27ff (macOS server::tests at a feat-based branch; this test failed with left 58, right 56; the branch does not touch the spec or the router).
  • Green at this head: proof step submitted (Linux).

Observed / Not run

  • Observed: the red above.
  • Not run: the full cmux-tui suite at this head (a one-number test change).
