#31717 base red: cmux-tui/Cargo.lock follows fs4's move between crates

Base red: cargo --locked refuses every cmux-tui build, and cmux-ci compile-check fails before any Swift compiles:

error: cannot update the lock file cmux-tui/Cargo.lock because --locked was passed to prevent this

fs4 moved from one crate's [dependencies] to another's, but Cargo.lock wasn't updated. Regressed in: 765d3c4f85bd feat(cmux-tui): update installed plugins automatically (#31462).

Fix: cargo metadata --offline regenerates the lock. The two-line diff moves fs4 between the two crates' dependency lists, with no version changes.

risk: low. It hides signal (compile checks), so it lands first.
