#30834 Localize Cloud repository UI and recovery

Localizes the Cloud repository Session Info and recovery UI through the agent pane catalog and useT(). The Cloud Default, Add repository, and Edit environment affordances now follow the selected pane language, as do picker source/status/error labels and recovery cards.

Validation:

• node webviews/scripts/pages/gen-strings.mjs --check agentPane
• cd webviews && bun test test/session-info-environment.test.tsx -t 'Cloud repository rows follow'
• cd webviews && bun test src/agent-session/acpmux/conversation/RepoRecoveryCard.test.ts
