base red: release-notary, the Priority drag highlight links its docs

Summary

Base red fix. nightly-guards / workflow-guard-tests / release-notary fails on every feat-cmux-next PR (seen on #29685, #29883, #29868, #29856) because release-notes/next/highlights/priority-view-drag.md (from #28177) has no tryIt action or docs link. This adds pr: https://github.com/manaflow-ai/cmux/pull/28177. Not docs: https://cmux.com/docs/agents: that page answers 404. Not the sidebar.priorityView.toggle action: it would hide the Priority view for a person who has it shown.

Command: python3 scripts/whats-new/test_digest.py

  • Base (origin/feat-cmux-next at 295751c3a14): FAILED (failures=1), test_the_repository_highlights_validate: priority-view-drag: needs a tryIt action/deeplink or a docs link.
  • Head: Ran 5 tests ... OK.

Observed / Not run

  • Observed: the command above, red on the base and green on the head (local Python, no build).
  • Not run: the full nightly-guards workflow; CI runs it on this PR.
