fix(tray): repair icon slots and validation after alignment landing
Repairs the validation failures discovered after #29794 landed. The leading grid icon keeps its 14px slot instead of stretching across the title column, and Stop gets 1px of scroll clearance so fractional viewport edges do not clip it. Chevron tests compare SVG glyphs consistently, retaining the 0.5px tolerance; the narrow composer inset check also works when its + control is hidden. The release highlight now links to agent documentation so the nightly digest validates.
