Sidebar: defer Chief subagent rows until opened

HOLD: out of scope for this lane. Replacement work will address agent-started acpmux lane/session rows outside Chief code; no Chief validation or landing.

Leo said, “lanes we start shouldn't add a row to your sidebar unless you open them.”

Chief spawn now leaves its session available through links and the Subagents menu without creating a workspace. Sidebar subagent rows follow actual open chat tabs, including immediate updates when a tab opens or closes.

Explicit opening preserves the task title and joins an existing requested “Chief agents” group. The app notifies Chief after the workspace opens so local permission prompts remain answerable; unopened sessions and cloud approval restrictions keep their existing behavior. Opening a completed session does not immediately close it.

Risk: this touches Chief spawning and the explicit-open path. The dedicated owner-only workspace operation preserves the existing control boundary; agents and pages cannot invoke it. The generated protocol descriptors account for part of the diff.

Validation at e679904c9a3b95bcb16f0f8140e0e1dc248f72f4: fleet Swift/Rust checks and final router review pending. Tests cover deferred creation, tab-driven sidebar visibility, approval visibility, and legacy cleanup. Surface spec: design/sidebar.md.

Changelog
