Session Info is on by default again, and never called Inspector

Why every build shows the old card
Session Info was already built (#20901, then #22643, refined by #23943 and #26199): Environment at its top, with the machine by name and icon (this Mac, an SSH machine, a Cloud machine) and the chat's project folder, then Context, Connectors, Changes, Sources, Outputs, Subagents and Background tasks. Its sections are click-draggable to reorder (#27291). It shipped on by default.
#26390 (2026-10-27, "ship dev-only surfaces off by default") turned Debug Settings agent.inspector off along with the dev surfaces. With it off, the header's panel is the old summary card: the session name row and the "Open new subagents in panes" checkbox at the top, and no machine or folder. That is the top bit in Leo's NIGHTLY 8b3fa55 screenshots. Session Info is not a dev-only surface (design/session-panel.md: on by default).
What this changes
AgentPaneTunables.inspectordefaults to on again, and its header test is restored as #26390 changed it. #26390's other change (webDev.overrideoff) stays. Leo's words above authorize the default change;schemas/defaults/cmux-next.jsonchanges onlyagent.inspectorand its source hash.- "Inspector" removed from the user-visible text that still had it: the gallery entry's title, the feature-tip gallery's toggle label, and the release note that said "open the Inspector at Environment". Every catalog string for the panel, its toggle, its Settings row, its palette action and its debug setting already said Session Info in every locale.
webviews/test/session-info-name.test.tsfails on "Inspector" (and its translations) in every locale of those keys in all four catalogs, in the Swift English defaults, the gallery title and the release note. The code'sinspectorids stay, per design/session-panel.md. The Event, Memory and Web Inspector are different panels and keep their names.
Not in this PR: the machine row naming local vs remote in words (today it shows the machine's name and icon), and the Remote Control row's wiring. Both are follow-ups on Session Info, building on #26199 without rebuilding it.

Risk
Takes back #26390: only its agent.inspector default, on purpose. Session Info is the shipped panel, not a dev-only surface, and with it off every build shows the summary card Leo named: "I HATE THAT TOP BIT". #26390's webDev.override change stays.
Default change, authorized by Leo's words (2026-10-31): "omfg we already previouls yfucking built that shit", "I HATE THAT TOP BIT", "JUST MAKE THE MOST USEFUL VERSION / MACHINE/ENV INFO AT THE TOP". tunable.agent.inspector goes from false back to true (its shipped value before 2026-10-27). Anyone who set agent.inspector keeps their value. With it on, the header shows Session Info's toggle instead of the summary card's, as it did before 2026-10-27.
Tests
webviews/test/session-info-no-summary-card.test.ts(browser, real pane): with Session Info on, no summary button, summary card, subagent rows or "Open new subagents in panes" checkbox shows anywhere, nothing of the card's sits above Session Info's first section, and that first section is Environment. With it off, the same selectors find the card: that is the control.webviews/test/session-info-name.test.ts: passes (runs 41172032913 and 41180100534).AgentPaneInspectorHeaderTests: on by default, the page is told to offer Session Info; off, it is not.
Before / after (2x, the top right of a 900px pane, synthetic chat, host theme)
From session-info-no-summary-card.test.ts in the real pane (run 41180100534 at 0f848fd5, 31 pass). Before is agent.inspector off, the state every build ships today; after is on.

Visual verdict: before, the panel is the "Summary" card (a title row, "Nothing yet…", "Attach files or folders"), the top bit Leo named. After, the panel opens on Environment: the machine row (its name; the synthetic chat has none, so "—") and the project folder, with no title row and no Save button. Light and dark both read cleanly and fit under the header.

No capture: the native change is one Debug tunable default (AgentPaneTunables.inspector); what it switches is the webview pane, shown above from the real pane at 2x in light and dark. cmux-ci capture can't be run from this lane.
