cmux NEXT chief inspector: regenerate the committed page after the cursor-default change (base red)

Base red fix. 463e538ef94 ("the arrow over every button, row, chip, tab and link") changed webviews/src/optchat-inspector/styles.css from cursor: pointer to cursor: default but did not regenerate the committed page Native/OptChat/optchat-chief/inspector/index.html. Since then scripts/cmux-next/build-optchat-inspector-web.sh --check fails on feat-cmux-next, and every fleet app build whose web bundle is not cached stops in its web step:

web: error: the memory inspector page is stale; run scripts/cmux-next/build-optchat-inspector-web.sh
web: error: generated file is stale; run scripts/cmux-next/build-optchat-inspector-web.sh and commit: Native/OptChat/optchat-chief/inspector/index.html

This PR is the script's output and nothing else: three cursor: pointer -> cursor: default rules in the inlined stylesheet (the same three rules styles.css changed). Checked: at 463e538ef94's parent, --check passes with the same bun 1.4.4 / esbuild 0.27.7 / react 19.2.3 toolchain, at the base tip it fails, and after this regeneration it passes.

Risk: none in behaviour; the page now matches its source. Chief area (Native/OptChat/optchat-chief/), so it lands under the Chief rules (independent review, fresh-home launch, area owner requested).
