ci: watch iOS kit pool runs from main rescue
The main-branch rescue ignores the iOS kit workflow's owned-pool markers, so enabling kit placement alone cannot rescue a stalled job. Register its pull-request, push and dispatch runs with the existing marker sweeper and queue janitor, and cap the kit budget at 180 seconds. The open-head failover permits its completed Linux picker but preserves any started test and checks the destination's capacity before moving the run.
This is the deployment prerequisite for #28145. No workflow trigger is added on main because the kit workflow exists only on feat-cmux-next; the existing marker sweeper discovers it.
Validation: 634 rescue, janitor and cross-branch source tests passed on remote Linux. Tests cover all three kit events, the bounded budget, fork marker rejection, open-head failover and preserving a started Mac job.
