Summary
Base red: nightly-guards / workflow-guard-tests / release-notary fails on every feat-cmux-next PR at scripts/whats-new/test_digest.py (test_the_repository_highlights_validate): two highlights have no try-it action, deeplink or docs link.

Both describe agent-chat changes, so each gets action: palette.newAgentChat | New Agent Chat, the action the other agent-chat highlights use. No other highlight lacks an action, deeplink or docs link.
Testing
python3 -I scripts/whats-new/test_digest.py: FAILED on the feat tip (first on chief-name-in-agent-chats.md, then on shell-agent-identity.md), OK on this head.python3 -I scripts/whats-new/test_validate.py: OK.

Observed: the two script tests above, run from this worktree. Not run: the full nightly-guards workflow (CI runs it on this PR).
