fix(agent-pane): block restart during queued retry
When a Retry is queued behind an in-flight acpmux handshake, the recovery status still left Restart acpmux enabled. Clicking it could stop the daemon while that handshake was using it. Restart now stays disabled until the queued retry settles, while the existing callback, success clearing, and restart gate behavior remain unchanged.
