cmux-tui: list every offered cloud action in cloud help (base red)

Fixes a base red on feat-cmux-next: cmux-tui cli::tests::remote_cli_docs::cloud_help_lists_every_offered_cloud_action fails because the static cmux cloud --help list omits four cloud actions that plans/cmux-next/action-surfaces.json marks "cli": "offered":

  • open-desktop
  • apply-machine-config
  • deliver-secrets
  • start-session

This adds them to the action list in both copies of the cloud help (CLOUD_HELP and CLOUD_HELP_JA in cmux-tui/crates/cmux-tui/src/cli.rs; these are the only localized copies). The test, the catalog and the actions are unchanged. Help text only, no behavior change.

Checked offline against the catalog at 8e36e526f9c5: every offered cloud action now appears in both help texts.
