Computer picker: expose first-computer setup without Labs
A fresh home’s Computer menu now exposes Add a computer… and New Cloud Machine… when only this computer is listed, without enabling the Labs environments preview. The New Tab and chat composer use the existing device.add and newCloudMachine action routes.

This covers the Computer-menu discoverability portion of onboarding audit finding 2 (HQ#4884). The quiet setup footer uses the existing Computer menu, following Claude desktop’s environment-picker structure. Existing remote machines and the Labs picker keep their current connection choices. No Labs default, popup-opening behavior, or Add Device card changes.
Validation
Exact head 76acfeb863b0abca9120b10751fa65925756d6c6, tree 0a71cddf999077944ac12be441b0ef0463af2b41: focused fleet run 40795179592 passed bun run check, 40 environment-picker unit tests, and four browser cases (New Tab/chat × light/dark). The browser cases check both setup actions are visible with Labs off and dispatch device.add / newCloudMachine through the existing host route.
The browser tests prove dispatch, not the native Add Device window or signed-out sign-in→creation continuation. Native Cloud continuation is a separate companion: the existing fallback opens sign-in without retaining creation. That flow still needs its own fix and native end-to-end evidence before the whole onboarding flow can be described as complete.
