#25834 cmux next docs: macOS features must also be supported on iOS

Adds the team rule: every new feature or capability built on cmux-next macOS, however small or big, must also be supported in the cmux-next iPhone app (cmux-next-ios/).

• CLAUDE.md (AGENTS.md is a symlink to it): a "macOS and iOS parity" section before "Area instructions". Each gap gets a row in cmux-next-ios/verify/parity-mac.md. The two exceptions are recorded there as "not from a phone": Mac-only chrome, and anything a paired phone may not do under cmux-next-ios/SECURITY.md and "Remote CLI relay". A phone path that needs a new trust policy goes to #13742 first. "Area instructions" gains a cmux-next-ios/ entry.
• Packages/iOS/AGENTS.md: a pointer to that section. It applies to cmux-next-ios/ and the packages it uses, not to classic ios/.
