fix(next): tighten transcript footer-to-sender spacing (no bead)

Leo: “Too much of a gap”. A message’s action row now sits closer to the next sender chip: the shared turn gap is 16px, matching the 14px paragraph rhythm plus a small separator. Empty footers keep enough room for their existing hover controls, and the virtual row estimates use the same dimensions.

Reference matched: Claude desktop’s compact paragraph and action-row rhythm (transcript-markdown-rendering.png). The gallery has real compact (12px), balanced (16px), and relaxed (20px) variants; balanced is selected.

An independent Astra delta review verified the unchanged five-file feature patch and cursor-only base CSS integration.

Observed / Not run

  • Red-before regression: run 40411951113 measured a 29px footer-to-chip gap and failed the 21px bound. The 5px difference from the turn token is the sender chip’s existing inset.
  • Hosted scoped lint/type check passed with zero warnings/errors and no type errors in 2,801 files. Final head 9a9fec294ba48e874a15d62c9d5d479ceef27beb passed 29 focused row-estimate/footer/scroll-anchor tests and the real Chromium/WebKit gallery matrix in run 40415559058.
  • The full bun run check stops at an unchanged base transparency violation in webviews/src/pages/keybindings/styles.css. That file has the same SHA-256 on base e6eb63cbe28e23299aca3a54e78b7dd9add9e9f2 and this branch.
  • Native builds were not run; this change is covered by the real gallery renderer and browser geometry checks. No local build, test, type check, or browser ran; all execution was hosted.
