What this adds

  • Setting: Settings > Appearance > Agent Chat > VS Code Minimap (agentPane.display.vscodeMinimap), a toggle, off by default. It is a schema row, so the command palette lists it as "VS Code Minimap" (keywords: minimap, vscode, vs code, overview, scroll, toggle). The AgentPaneDisplaySettingTests row checks it (default false, accepts true, refuses "on").
  • Why a separate toggle, not "Rail / Minimap / Off": the thread rail's toggle is the session-only agentPane.toggleMinimap action, not a setting, and the rail's shape is the thread-minimap-layout experiment. Folding them into one choice would turn the rail into a stored setting and move its default. The rail is untouched here. (The orphaned #24137 tried a three-way choice for the rail's own shapes.) It isn't under Labs because the other chat look rows (agentPane.display.*) live in Agent Chat.
  • Strings: the title and help in all 21 locales, the page's key (chatDisplay.ts useChatMinimap, kept out of ChatDisplay so turning it on never re-measures rows), and the minimap's accessible label "Chat minimap".
  • Exports: regenerated by regenerate-settings-exports.sh on the fleet from big-red (step 12f2bf0e5550502189d68a2f on aws-m4pro-7, artifact sha256 f328f30c…). The bot-only defaults snapshot is left out, per #25110. The settings reference also picks up base's existing drift.

With this PR alone, the setting does nothing.

No capture: this PR only adds an off-by-default settings row, its strings and exports; the minimap it switches on (#25185) carries the before/after captures, setting off and on.

Risk

Low. One new row (off) plus strings and generated exports. No behaviour change.
