#25220 cmux-next actions: the contract allows the top-level open-remote verb (base red)

What

#25092 added cmux open-remote <host>. Its CLI verb is one word by design, and OpenRemoteRequestTests pins cliName == "open-remote". The action contract test ActionContractTests.everyActionHasAUniqueNounVerbCLIName requires every cliName to be noun verb, so it fails on feat-cmux-next. That makes cmux-next generated files red on every PR that runs the job, for example #23810, job 121335208282: remote.openRemote: open-remote.

Fix

The contract names remote.openRemote → open-remote as its one top-level verb, checks that exact name, and keeps noun verb for every other action. This is test-only.

• Red on the base (feat-cmux-next cff723e6d63b, through #23810's merge ref): everyActionHasAUniqueNounVerbCLIName, Expectation failed: (parts.count → 1) == 2, remote.openRemote: open-remote.
• Green: fleet step orc-b06b0d58, scripts/ci/package-test-lane.sh suite Packages/macOS/CmuxNext ActionContractTests,OpenRemoteRequestTests. The result is posted below.
