Agent chat: keep received-row actions clear of the text

This change keeps received-row actions visible while the pointer moves from the row into Copy, Retry or Pin by making the action lane part of the row’s continuous hover region. Agent messages that render as user-style bubbles use the bubble’s right alignment for the timestamp and action row, so their controls line up with the bubble edge. The synthetic gallery covers auto-resume and received-message rows at wide/narrow widths, pointer hover on the row and each action, keyboard focus, explicit Copy/Retry/model-menu/Pin presence, overlap and edge clearance.
