#25124 cmux NEXT composer: share Codex permission pill geometry

Leo asked for the Codex composer geometry to apply equally to Claude: “same amount for both Codex and Claude” and “the sort of pill shape is a bit off”.

This PR uses shared composer tokens for both looks:

• 16px visible gap from the plus glyph to the permissions capsule;
• 28px control height with a full capsule radius and 8px inline padding;
• the same geometry remains in the narrow row, accounting for its existing inset;
• gallery variants cover the Claude and Codex permission pills, including hover.

The existing glass material and theme colors remain unchanged.

Verification:

• git diff --check passed.
• vp fmt --check and vp lint passed for the touched webview files.
• composer-permission-pill.test.ts covers both looks, hover stability, and the measured 16px gap.
• Browser capture was attempted but Chromium stalled in host disk I/O; the remote gallery/Blacksmith job is the required runtime evidence.
