cmux-next: place and stabilize Session Info chip
Place the started chat's machine · folder chip at the top-left below the tab row by default, and keep it stable when scrolling publishes unchanged session metadata. Session Info Chip in Settings > Appearance > Agent Chat offers Left (default), Right, and Off. Right restores the original header slot, including the compact chip ahead of the tools when the header shares the tab row.

Left alone adds a row. Session Info stays below that row and keeps the chip visible. In-place diffs, the event Inspector, and narrow artifacts unmount the chip while they cover the chat. Off unmounts it. The path tooltip, VoiceOver label, and Environment/Files action are preserved. The chip now compares its displayed metadata and uses a stable click callback, so history-only snapshot updates leave it mounted without drawing it again.
Head: bc6ade0acf6a9d5b1428b6cf9ecbccf7b76b08a9, based on 0d6c0cb0e7fb3cc9072673bd96ee1278095d7540. The supported settings export patch from run 40239638524 is applied; defaults_guard.py check-fresh passes. Subsequent commits change only the browser regression harness.
Validation: focused chat-display, environment-line, and inspector tests (11 + 7 + 22); TypeScript check; localization (147 tables, 21 languages, zero missing values); strict settings string generation; design-token, layer, motion, catalog-key, text-focus, and prepush guards pass. Fleet native settings coverage passed: AgentPaneDisplaySettingTests (5 tests) and AgentPaneDisplayRequestTests (4 tests), step 86b6ef3a184ec7e5e5743565, exit 0, at 4b92c2f68355aa9db22915e4361070f3f7eb382c; later changes are browser tests only. Browser render/mount checks are being repaired and rerun; no browser pass is claimed yet. No native build ran locally.

Real before/after light and dark captures use the same sanitized showcase chat. Captures at 0e8d9e93e509 have identical product source to the current head; later changes are browser tests only.
