cmux NEXT transcript: move Send now into message actions

Leo asked for the queued-message control to be placed with the message actions: “this send now do we have the symbol removed yet? and the default underline removed yet? just put it to the left of the other fucking things... you guys i already asked for this BUT YOU FUCKING PUT IT TO THE LEFT OF THE ENTIRE PROMPT”.

This PR moves Send now into the queued prompt's existing action row, before the read receipt, age, Copy, Retry and More controls. It removes the clock glyph and default underline while preserving the existing queue_edit send_now behavior, queue/steer semantics, colors and glass.

The old gutter placement came from 8cc4d3a8cbb9 (Agent pane: a waiting steer's Send now sits at its bubble's left, on its row (#23991)). The old beside prop, gutter CSS, and clock rendering are removed; text steers, Chief steers and image-only steers now use the action row path.

Verification:

  • git diff --check passed.
  • scripts/cmux-next/prepush-gate.py --base origin/feat-cmux-next passed with no new violations.
  • vp check --no-fmt --no-lint and vp fmt --check passed; broader local web lint reports only existing base design-token/text-focus debt and pre-existing warnings.
  • Exact-head fleet app compile passed: job 3114655240d5d8401be84570, ref f6256ed93668d1db244a012f5a35d15e212aa1ca, 40s.
  • The gallery capture will provide before/after queued-message images for steer-waiting-stack; the final report will include artifact image links and HTTP 200 verification.

The overlapping open #24335 is the separate X/take-back behavior; this PR only changes Send now placement and presentation.
