[3330] cmux NEXT: use shared tokens for composer drop overlay
The composer drop overlay now consumes the shared #24589 design tokens for its outer inset, composer radius, frame inset, and control mark. The substitutions preserve the shipped pixel values, and the ratchet baseline drops the obsolete calc(100% - 12px) allowance.
This is the conflict-free #3330 slice. The active composer lanes retain ownership of attachment, location/flicker, new-tab widget, and model-picker files. #3321 is obsolete after #24567 removed the collaboration-mode footer control from Codex’s generic Options path.
Leo’s direction for this cleanup was: “i think we ought to just get more guys working on the leftover composer items tho... just finish it up”. The composer remains quiet and compact, matching the Claude composer reference (composer-demo-ready.png) and the shared design reference scale from manaflow-ai/cmux-design-references.

Summary by cubic
The composer drop overlay now consumes the shared #24589 design tokens for its padding, composer radius, and control size, replacing hardcoded values in dropOverlay.css. Pixel values are unchanged, and the ratchet baseline change was reverted so it is no longer part of this PR.
