#24506 cmux NEXT: split HostBudget.swift into the formula and the verdict (no behaviour change)

The god-file check flags HostBudget.swift from #24298 (6 top-level types, limit 3). This splits it in two, with no behaviour change:

• HostBudgetFormula.swift: HostBudgetFormula, HostBudgetOverride, HostBudgetFile (the formula, its override layer and the override file).
• HostBudgetVerdict.swift: HostMemoryPressure, HostBudgetVerdict (with Allowance and fromDaemonStatus), HostBudgetSession.

The declarations move byte for byte: the two new files minus their public import Foundation lines and blank lines hash the same as the old file (md5 98bb42ca…). check-no-godfiles.sh --file reports nothing for either new file. Observed / Not run

• Ran: the god-file check on both files, prepush-gate.py (no new violations), the content hash above, cmux-ci compile-check --app at the head (result in a comment).
• Not run: the CmuxNextHostPressure tests, since no code changed.

No capture: a file split inside CmuxNextHostPressure; no UI changes.
