#24350 Agent chat: More (…) on every message's hover row opens its right-click menu

Every message in the agent chat now has a More (…) button in its hover action row. It opens the same menu you get by right-clicking that message.

• On a prompt, More sits after Edit, in the row under the bubble.
• On an answer, More sits after Read aloud, in the footer.
• The button only appears on hover, like the rest of the row.
• The menu is the existing right-click menu (AgentPaneView+ContextMenu.swift), shared through fillContextMenu, and pops up anchored on the button. Nothing in the menu was added, removed or changed.

Tests (written first; the red commit 147dec181b1 fails without the change)

• webviews/test/message-more-button.test.tsx:
  • prompts and answers each render exactly one More button;
  • clicking More posts the message's menu request.
• AgentPaneMoreMenuTests.swift:
  • the popup request is parsed, including its anchor;
  • the menu built for More has the same titles as the right-click menu.
• bun run check passes. The Swift build and tests run in this PR's CI.
