cmux NEXT: agent pane web step ships ui/wave.css again (base red)

webviews/src/pages/shared/desktop.ts imports ui/wave.css since https://github.com/manaflow-ai/cmux/pull/23995. scripts/cmux-next/build-agent-pane-web.sh refuses a sheet the agent pane imports but does not ship ("the agent pane imports webviews/src/ui/wave.css but build-agent-pane-web.sh does not add it to the page's styles"). So the agent pane web step stops, and with it every react-apps-check webview shard (for example run https://github.com/manaflow-ai/cmux/actions/runs/39714392488). This adds the sheet beside glass.css, the other sheet desktop.ts imports. The file has no @import lines.
Base red fix: it lands at once.
Testing
- The failing gate is the script's own check, on
feat-cmux-next118beebb (nowave.cssline in the script). With this change, the sheet is in the concatenated styles the check reads. scripts/cmux-next/prepush-gate.py: pass.
Observed / Not run
- Observed: the gate error in all four webview shards of run 39714392488.
- Not run locally: the script (it builds the web bundle; hosted CI runs it).

desktop.ts has imported ui/wave.css since #23995, but build-agent-pane-web.sh didn't add it to the pane's page styles, so the script's own check failed and took down every react-apps-check webview shard with it.
