#23448 cmux.xcworkspace lists CmuxConversation and CmuxTabsKit (package-groups base red)

Fixes the package-groups part of the "Fast static checks" base red (seen on #23407 and #23442).

The feat-cnx-ios merge (ebc7d9c6296) brought in Packages/iOS/CmuxConversation and Packages/iOS/CmuxTabsKit but did not add them to cmux.xcworkspace/contents.xcworkspacedata. This adds the two FileRefs, written by scripts/check-workspace-package-groups.py --write. Nothing else changes.

The localization failure in the same job is not fixed here. It is 41,877 diagnostics across 127 catalogs: 39,529 needs_review states and 2,267 strings identical to English, months of translation debt. On main the same check gives 0 errors over 10 catalogs. static-preflight skips PRs into feat-cmux-next by design (#16206), so that debt only shows when the job runs anyway.

• Ran: the check above at base (red) and at head (green).
• Not run: an Xcode open or build of the workspace; this only adds two package references in the format the script writes.
