Base red: cmux-next checks โ†’ Tier routing.

The home-server series pushed straight to feat-cmux-next at 01:38 (657389dbb3d2, 68e6580f7f5a) added Tests/CmuxNextHomeEngineTests. Two things in tests/test_cmux_next_route.py broke:

  • GraphCoversThePackage failed until base autofix regenerated ci-target-graph.json at c874b3ebf9d5 (10:09 UTC). This PR first carried that same regeneration. After merging base it takes base's graph unchanged.
  • PullRequestTiers.test_a_file_a_test_reads_selects_that_test now fails on base. CmuxNextHomeEngine depends on CmuxNextHome, which reaches CmuxNextAgentPane and CmuxNextPages, so a change to schemas/settings/settings-schema.json (a web-bundle input) also selects CmuxNextHomeEngineTests. That selection is correct. This PR adds it to the test's expected list and comment.

Observed / Not run

  • Ran ci-target-graph.py. Its output matched what base autofix later committed. The prepush gate passes.
  • Not run locally: tests/test_cmux_next_route.py, because the cosmic-gray hook blocks test runs. The cmux-next checks job on this head is the check.
