cmux-next notifications: a notification no longer moves its workspace to the top by default
Leo (2026-10-20): the normal sidebar keeps manual order. A drag always sticks, and no row moves on its own. Unread and attention show as badges only. Sorting by attention belongs only in the optional Priority view.
#22907 removes the attention re-sort that ran on every rebuild. One automatic move is left after it: NotificationCenterService.moveToTop. When a notification arrives for a workspace that is not on screen, it moves that workspace to the top of the unpinned rows. This PR changes the default of notifications.attention.moveToTop (classic's app.reorderOnNotification) from on to off. The setting stays, so anyone who wants the old behavior can turn it back on.
Needs a call. This changes a default, so the defaults guard holds this PR until a call owner (lawrencecchen or austinywang) approves the head. The Leo quote above is the reason for the change. The generated settings exports come from CI's autofix and are not edited by hand.

Summary by cubic
A notification for a workspace that isn't on screen no longer moves that workspace to the top of the sidebar by default. The notifications.attention.moveToTop setting now defaults to off, so the sidebar keeps the user's manual order and attention shows as a badge; turning the setting on restores the old behavior. The option remains available as an opt-in.
