cmux NEXT chief inspector: regenerate the committed page (base red after #22839)
Summary
#22839 changed webviews/src/optchat-inspector/styles.css without rebuilding Native/OptChat/optchat-chief/inspector/index.html. Every fleet dev build of feat-cmux-next now fails with generated_stale (fleet job 5f13a8b2: "generated file is stale; run scripts/cmux-next/build-optchat-inspector-web.sh and commit"). This commit is that regenerated file only.
Testing
scripts/cmux-next/build-optchat-inspector-web.sh, then --check ("memory inspector page is current") on a Freestyle webviews VM at this base. Generated file only.

Observed: the build and --check above. Not run: a fleet dev build at this head.
