Count suspended time in receiver authority

Counts system suspend toward VM policy reads, issuer time and stream authority. Linux BOOTTIME timers wake idle streams, child policy waits and peer expiry. Renewal cannot revive expired streams, and stale topology updates preserve current authority.
Linux verification passed 165 receiver tests and all 14 privileged process cases at 7d2bb90979e; lint and Rust 1.91 checks passed. Original blocking HTTP cancellation, macOS wakeups, provider clone fencing and live Cloud verification remain.
