test(next): the Quick Composer shows the Chief Dock (regression test for #22024)

The Chief Dock beside the Quick Composer was missing from the app because a rebase (e124e93b3e17) dropped the App wiring that hands the dock to QuickSurface. #22024 has since restored that wiring on feat-cmux-next, so this PR now only adds the regression test that would have caught the drop.

webviews/test/quick-composer-chief-dock.test.ts loads the real agent pane as the Quick Composer (surface: "quick") in Chromium and checks:

  • the Chief Dock renders by default (the chief-dock experiment defaults to on);
  • with the experiment off, the Quick Composer stays a single chat.

The App.tsx change this PR first carried was resolved to feat-cmux-next's version from #22024 in the base merge, so the diff is the test file only.
