Summary

Follow-up to the review nit on #21796. App.tsx showed dictation.recordingTooLong ("ran past 2 minutes") both when the host stops keeping audio at two minutes and when audioAttachment refuses a clip past the 4 MB byte cap. When the byte cap is what tripped, that notice is wrong.

  • recordingLeftOutNotice(reason) in attachments.ts is now the one place that picks the notice. It covers the host's reasons (tooLong, narrowband) and the byte cap (tooLarge), and App.tsx uses it on both paths.
  • The notice now reads "The voice recording is too long to attach, so the prompt gets the transcript only." That is true for both caps. All 21 locales are updated.

Testing

  • test/dictation-audio.test.tsx drives the byte-cap path. An over-cap clip gets no attachment, its notice (via the real translate) is the new text, and it matches the two-minute notice; narrowband keeps its own. The test was committed red before the fix. The 8 tests pass (run on Huge Blue).

Changelog

Fixed: The notice for a voice recording left out of a prompt no longer says it ran past 2 minutes when the size cap kept it out
