fix(nightly-next): post-publication contract follows the rollback guard; fix two stale comments

Follow-ups from the review findings on #21577 and #21592, which merged with them still open.

  • tests/test_nightly_next_post_publish.py (#21577) is red on feat-cmux-next, where ci-guards now runs it (nightly-guards / release-notary). #21887 changed the delta republish skip from live_build > NIGHTLY_BUILD to live_build != NIGHTLY_BUILD, so a build that nightly-next-rollback.yml pulled is not put back. The test still required >. It now requires !=, and reverting the workflow to > fails it.
  • nightly.yml: the legacy-identity-target comment broke mid-sentence ("copies, if any: the").
  • SidebarTunables.swift: the workspaceTitleMotion doc said "Instant remains the shipped default" directly above default: .crossfade. #21242 chose crossfade. Comment only.

Base now registers and runs the test itself, so this PR drops its own registration.

Verification: python3 tests/test_nightly_next_post_publish.py is red on feat-cmux-next and green here.
