Base red on feat-cmux-next: checked-in image manifest in tests/vm-image-manifest.test.ts fails on every PR's Web tests shard (e.g. #21634, #21952), because #20818 brought main's freestyle-cmux-devbox-38669994342 ladder (baked from desktop sources 28fce1e49495) while this branch's desktop sources are d77b614be8fb.

Following the procedure in DEVBOX_AWAITING_REBAKE's comment, this moves baked and current to the new ladder. Promotion stays strict.

Verified: bun test tests/vm-image-manifest.test.ts gives 23 pass, 0 fail (it failed 2 before).
