#21850 gallery advisory: sample the states a PR adds first

The advisory gallery receipt captures the first 16 touched states in entry order. A PR that changes a shared file (the pane's strings, App.tsx, the pane build script) touches all 122 entries. Those 16 states then come from agent-pane.add-project-panel and its neighbours, and the receipt never shows what the PR added.

The manifests now list every touched state, and the sample puts states with no base case (new variants) ahead of the rest, still 16 at most. The base keeps the sampled states, then any the PR removes. Each stage now renders only its own manifest. Before, both stages rendered the joined list, so the base reported every added state as not ready and the step stopped before the head ran. That didn't show up while added states were rarely sampled. The cap, themes and width are unchanged.

Testing

• Both jq filters ran on small fixtures: new ids come first, and a removed id stays in the base after the sampled ones.
• scripts/gallery/manifest.ts ran on #21851's branch and on its base (2196 vs 2192 cases). The sample starts with that PR's six new agent-pane.new-tab widget states.
• In CI, #21851 carries these commits. Its first advisory run hit the not-ready failure: the base rendered the six new states. After the per-stage fix, run 39186217829 passed. It captured the new states on the head and the ten shared ones on both stages, and its artifact holds the PNGs and the diff.
