#21581 fix(production): repair static gates and fail closed on shared relay

Fixes

• regenerate the Xcode workspace package grouping;
• remove three obsolete localization-default mismatch waivers;
• add an explicit Huge Blue relay mode gate: shared daemon mode is staging-only, while production requires per-tenant daemon isolation.

Validation

• 8 focused Huge Blue attach/provider/relay tests pass.
• workspace package grouping check passes.
• web typecheck and standard web tests were already green on the merged head.

The remaining DB behavior failure is a pre-existing shared-suite fixture/migration issue in run-route-db-behavior.test.ts; the full log shows missing coderouter tables and cross-test fixture collisions outside this change.
