feat(cmux-next): add Apps update center

Add a supervisor-backed update center to the Apps Installed view.
- Reads the existing cmux.apps.updates.list operation with typed wire models.
- Shows available per-app updates, current/target versions, failures, retry, and refresh state.
- Falls back to installed-list update metadata when the newer operation is unavailable.
- Guards overlapping refreshes so stale responses cannot overwrite newer state.
- Preserves per-app owner confirmation and idempotency semantics.
