feat(cmux-next): add responsive priority sidebar ordering

Summary

Add the priority sidebar projection to cmux-next and avoid copying/sorting the sidebar on refreshes that are already in priority order. Actionable rows and groups still reorder with stable manual ties; idle create/close refreshes take the fast path.

Validation

  • Local exact-head: swift test --filter SidebarPriorityTests — 5/5 passed.
  • cmux-next fast tier — passed on the exact PR head after the runner installed the pinned Rust 1.98.1 toolchain.
  • cmux-next checks, guard status, crash rules, size cap, package lint, iOS tests, and web validation — passed.
  • The PR is Swift-only; unrelated webview changes were removed from the branch.
