Fix Release compile: suggested tasks tunable is nonisolated (cx-lo9yf)
Fixes the Release compile on feat-cmux-next. #20863 moved AgentPaneTunables.suggestedTasks into its own extension, which defaulted to the main actor. AgentPaneHost (in a Sendable closure) and AgentPaneTunables.all read it from off the main actor:
AgentPaneHost.swift:101: main actor-isolated static property 'suggestedTasks' can not be referenced from a Sendable closure
AgentPaneTunables.swift:130: ... can not be referenced from a nonisolated context
The extension is now nonisolated, like the struct it extends (the same pattern as other nonisolated extension files on base).
Testing
- Red: Release compile on 8c047f3c (#20863's head) failed with the errors above.
- Green: Release compile on this head, fleet step (result below once done).
