Summary
Fixes a base red I introduced in #20544: tests/test_ci_fork_runner_routing.py requires every outsider-triggered (pull_request_target) workflow to pin a GitHub-hosted runner, and intent-familiar-review.yml fell back to Blacksmith. It now uses ubuntu-24.04.
Testing
python3 tests/test_ci_fork_runner_routing.py: red on base41489ec1fc(intent-familiar-review.yml:20 is not a GitHub-hosted label), green with this change.python3 tests/test_intent_familiar_warning.pyandactionlintare clean.

Summary by cubic
Fixes the base red in tests/test_ci_fork_runner_routing.py by pinning the intent-familiar-review warning job to a GitHub-hosted runner.
Because the workflow uses pull_request_target, it runs for outside authors, and the test requires GitHub-hosted labels in that case. The previous conditional fell back to Blacksmith for the manaflow-ai repo, which the test flagged.
