#20436 Base reds: Cloud helper string in 21 languages and the control cache Task owner (no bead)

Two base reds on feat-cmux-next. The other fixes this PR carried (pane-english, New Tab and chat-column test races, model picker, layers, a11y, fmt, tree-publish stub, PaneAnimationsSetting lint, defaults snapshot) landed on the base through #20464, #20486 and #20495, so they are gone from this diff.

• l10n: cloud.link.helperNotRunning in CmuxNextDaemonService/Resources/Cloud.xcstrings had only en and ja after the DaemonService move. I added the other 19 languages, machine translated as needs_review, using each language's existing Connect label. scripts/cmux-next/check-l10n.sh: 19 errors on base, 0 on this head.
• Main-thread concurrency: the unowned Task { @MainActor in self?.onStale() } in ControlWorkspaceInfoCache (d0a62bef9b28c) gets a reviewed // task-owner: note. It is one main-actor hop per change, holds self weakly and only schedules the publish. check-concurrency.sh: 1 violation on base, ok on this head. Comment only, no code change.

Verification: both scripts red on base, green here; lint-ios-package-conventions.sh OK. The Swift edit is a comment; the PR's Release compile job is the compile receipt.
