fix(cx-9ah60): sequence agent chat bottom stack without overlap
The agent chat bottom stack needs a real geometry contract: trust, permission, queued prompts and the composer must occupy one predictable column. This PR starts with a gallery behavior regression for the combined state; the follow-up fix gates permission on trust and reserves queue space for every ask surface.
Changelog
Fixed agent chat trust, permission and queued prompt stack geometry.

Verification
The red gallery play asserts that a permission card is hidden until trust is answered and that stack layers do not intersect. The fix commit will turn the same play green.

Summary by cubic
Fixes the agent chat bottom stack so trust prompts, tool permission cards, queued prompts, and the composer stay in one non-overlapping column instead of competing for space.
- Gates permission and secret cards behind folder trust so only one ask appears at a time; a trusted receipt can sit above the next ask.
- Reserves queue space before painting asks so the queue never overlaps the transcript or composer, and tracks reader follow intent so layout-driven scroll events don't unpin the transcript when the stack height changes.
- Consolidates legacy and grouped permission cards onto one shared card surface with canonical localized labels, stable shortcut hints keyed to those labels, and unified composer material.
- Folds granted permission state into a compact composer control with undo and revoke, and moves trust undo into the same status menu.
- Adds gallery regression tests that assert canonical action labels, no peer stack layer intersections, and trusted-state undo/revoke behavior across wide, narrow, and compact viewports.
