ci: propose removing dormant TUI nightly workflow

Summary

This proposal inventories dormant GitHub Actions registrations and source workflows. It removes the dormant, manually dispatched cmux-tui nightly workflow whose last run was 2026-07-14, and records the remaining cleanup candidates for Leo's decision. The PR is intentionally not to be merged yet.

Manually disabled workflows

GitHub reports 35 workflows with state disabled_manually as of 2026-10-05. Their registrations are Actions administration state; most source files remain in the repository, so deleting a YAML file alone does not remove the registration. The proposed cleanup is to delete the corresponding dormant source and then remove the registrations through Actions administration in the same decision.

The reusable entries (CI guards, CI web, cmux-tui build package, Deploy docs channel reusable, and other call-only workflows) need caller removal before their source can be deleted. The remaining stale entries are candidates for source deletion and registration removal after owners confirm that no external dispatch or release path still uses them.

Proposed deletion

This PR deletes cmux-tui nightly and removes its stale source references. It is held open for review rather than merged. The inventory above is the complete cleanup proposal; no required check or active release workflow is changed by this PR.
