Restore updater UI to the v0.64.25 baseline
Closes #16341
Restore the macOS updater UI surfaces to the v0.64.25 baseline that preceded the recent updater/sidebar redesign. This removes the newer held-relaunch popover layout, badge appearance changes, and titlebar updater chrome changes that introduced the current Update Ready regressions and edge clipping.
The updater engine remains on current main; this PR is intentionally limited to the UI/source-control layer so channel switching, automatic-update policy, and relaunch plumbing continue to compile while the visible updater returns to the known-good baseline.
Validation
git diff --cached --checkpython3 scripts/verify-local.py --only swift-syntax --swift-changed origin/main- Native macOS package/UI checks are delegated to hosted CI; no local Xcode build was run.
