[validation, do not merge] main full-suite repair for #15488
Validation only; do not merge. This branch is current main plus the open fixes for the red main full suite (#15488), so the full suite can run once on the same fleet minis main's full-suite runs use. Each fix lands through its own pull request.
A workflow_dispatch of ci.yml on a branch other than main never takes the owned pool (pr_runner_pool.py), and several of these failures only happen on the fleet minis: preferences left in the runner account, wedged PTYs and slow first execs. full-ci makes this PR run every lane the main full suite runs, on those Macs.

#15913 (Codex transcript monitor race) is not merged here: it conflicts with main in CLI/cmux.swift and CLI/CMUXCLI+CodexForkSessionWatcher.swift.
